Registered Contractors List
UPCCAA Registered Contractors List
The Oro Loma Sanitary District (OLSD) has adopted the California Uniform Public Construction Cost Accounting Act (CUPCCAA) and invites interested California-licensed contractors to submit their company information for inclusion on OLSD's CUPCCAA Registered Contractors List for the applicable calendar year.
Informal Bidding
Pursuant to California Public Contract Code section 22032, the following CUPCCAA thresholds apply effective January 1, 2025:
- Public projects estimated at $75,000 or less may be performed by the agency's employees by force account, by negotiated contract, or by purchase order.
- Public projects estimated to cost more than $75,000 and up to $220,000 may be awarded using informal bidding procedures.
- Public projects estimated to cost more than $220,000 are generally subject to formal bidding procedures, subject to applicable statutory exceptions.
OLSD maintains its informal bidders list by appropriate categories of work. Contractors interested in receiving notices of informal bidding opportunities are encouraged to register for inclusion in the applicable category or categories.
Contractors must possess all licenses and registrations required by applicable California law for the work they propose to perform. OLSD may verify contractor licensing status through the California Contractors State License Board (CSLB). Additionally, contractors shall comply with all requirements outlined in the standard non-professional services agreement and perform all work in accordance with OLSD standards and specifications provided in the links below.
Covered public works projects are subject to California prevailing-wage requirements. Pursuant to Labor Code section 1771 and related provisions, workers employed on covered public works projects must be paid not less than the applicable prevailing wage rates determined by the Director of the Department of Industrial Relations (DIR).
Covered public works projects are also subject to applicable DIR compliance monitoring and enforcement requirements.
Except where a statutory or regulatory exemption applies, contractors and subcontractors must be registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 in order to bid on, be listed in a bid for, or perform covered public works. The DIR contractor-registration requirement applies to public works projects awarded on or after April 1, 2015, subject to applicable exceptions and exemptions.
Contractors and subcontractors working on covered public works projects generally are required to furnish certified payroll records electronically to the Labor Commissioner through the DIR's electronic certified payroll reporting system, subject to applicable statutory and regulatory exemptions.
Contractors and subcontractors remain responsible for maintaining certified payroll records as required by California law.
Certain small public works projects are exempt from the DIR contractor-registration and electronic certified-payroll-reporting requirements. The current small-project thresholds are generally $25,000 or less for construction, alteration, installation, demolition, or repair work and $15,000 or less for maintenance work. Contractors working on projects qualifying for a small-project exemption must nevertheless comply with applicable prevailing-wage and recordkeeping requirements.
Additional information regarding public works contractor registration, prevailing wages, certified payroll, and compliance requirements is available from the California Department of Industrial Relations (DIR).
